The Basic Traffic Supervisor Course enable to have basic understanding of safety as well as
the LTA Code of Practice for Traffic Control & Implementations.

- Pedestrain and Public Safety
- Safety principles of traffic control
- Traffic control planning and supervision
- Traffic control zones design and implementation
- Duties and Responsibilities
- Highway closure procedure
- Traffic management plan
Course Objective
At the end of the course, participants will have a basic understanding of safety as well as the LTA Code of Practice for Traffic Control & Management.
For Whom
Supervisors who need to supervise and conduct traffic control in their course of work.
Entry Requirement
Singaporean citizen, Permanent Resident or Holder of Valid employment pass/ work permit. Must be over 18 years of age. Must be physically and mentally fit for the training.

Valid Work Permit / S Pass / Employment Pass / NRIC copy

Please note that 100% attendance is mandatory for this course
Passing Criteria:
Written Assessment – 20 MCQ: 65%
Practical Assessment – Competent (Group Role Play)
Learner must pass written assessment
Course attendance: 100%
Upon successful completion of the course, a card from Global Training Services will be issued to all successful participants.

As MOM require, all construction firms must have at least 10% of their work permit holders (WPHs) to be qualified as “Higher Skilled” R1 workers. Construction personnel registered under the Multi-skilling Scheme are qualified as “Higher Skilled” R1 workers under the Ministry of Manpower (MOM)’s Foreign Worker Levy Scheme.

1) Have two (2) recognised Skills Evaluation Certiifcate [ SEC/SEC(K) ] of different trades
2) Have a minimum of four (4) years of construction experience in Singapore

1) One (1) Skills Evaluation Certificate [ SEC/SEC(K) ]
2) Have a minimum of six (6) years of construction experience in Singapore;
3) Completed 120 hours of training in approved safety-related courses.
Or
1) One (1) Skills Evaluation Certificate [ SEC/SEC(K) ]
2) Have a minimum of six (6) years of construction experience in Singapore.
3) Obtained WSQ Advanced Certificate in Workplace Safety and Health.

For the construction sector, the maximum number of years a worker can work in Singapore on a Work Permit is as follows:
NTS (India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines), PRC (China) in Basic Skilled – 14 years
NTS (India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines), PRC (China) in Higer Skilled – 26 years
NTS (India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines), PRC (China) in Basic Skilled – 14 years

The Direct R1 Scheme was implemented, on 1 Sep 2015, to provide another alternative pathway for the industry to upgrade their construction workers. It allows those who pass the Skills Evaluation Certificate (Knowledge), SEC(K), test at higher skill level and draw a fixed monthly salary of $1,600 or more, to be considered as R1 (Higher Skilled) workers; under the Ministry of Manpower Tiered-Levy Scheme.

Once the test end, BCA will release the result to ATTC after 10 working days, and the certificate will be take around 1 month to receieved.
After received the cert, HR may proceed to apply the acknowledgement notice (AN) for upgrading. Its take 14 to 28 working days.
When AN is ready, company may monitor the levy rate as it is auto lower the levy.
Every 2 years
A notice to notify MOM to upgrade the worker from R2 to R1
