What are Multi Skills and Core Trade courses?

Multiskill
Worker able to attend 2 cert with different trade

Coretrade
Construction Registration of Tradesmen, or CoreTrade, is a registration scheme administered by the Building and Construction Authority (BCA) for skilled and experienced construction personnel in the various key construction trades.

What is R1?

As MOM require, all construction firms must have at least 10% of their work permit holders (WPHs) to be qualified as “Higher Skilled” R1 workers. Construction personnel registered under the Multi-skilling Scheme are qualified as “Higher Skilled” R1 workers under the Ministry of Manpower (MOM)’s Foreign Worker Levy Scheme.

Who can attend Multi Skills and Core Trade course?

Worker’s NRIC (for Singaporean and Singapore PR) or valid work permit/employment pass (for foreigner)(front and back in a single page)

What is the criteria to attend the Multi Skills or Core Trade course for low levy?

Multiskill
– Worker’s NRIC (for Singaporean and Singapore PR) or valid work permit/employment pass (for foreigner)(front and back in a single page)
– Min 4 years experience in construction sector in Singapore
1) Have two (2) recognised Skills Evaluation Certiifcate [ SEC/SEC(K) ] of different trades
2) Have a minimum of four (4) years of construction experience in Singapore
Or
1) One (1) Skills Evaluation Certificate [ SEC/SEC(K) ]
2) Have a minimum of six (6) years of construction experience in Singapore;
3) Completed 120 hours of training in approved safety-related courses.
Or
1) One (1) Skills Evaluation Certificate [ SEC/SEC(K) ]
2) Have a minimum of six (6) years of construction experience in Singapore.
3) Obtained WSQ Advanced Certificate in Workplace Safety and Health.

Coretrade
1. Worker’s NRIC (for Singaporean and Singapore PR) or valid work permit/employment pass (for foreigner)(front and back in a single page)

How much will the levy be lowered after the worker attends Multi Skills / Core Trade course?

What are the benefits for R1 worker?

For the construction sector, the maximum number of years a worker can work in Singapore on a Work Permit is as follows:
NTS (India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines), PRC (China) in Basic Skilled – 14 years
NTS (India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines), PRC (China) in Higer Skilled – 26 years

Yes, as long as the candidates is holding NRIC (for Singaporean and Singapore PR) or valid work permit/employment pass (for foreigner)

Coretrade
No, it is only available for construction worker and over 4 years constryction experience in Singapore

What is a direct R1 scheme?

The Direct R1 Scheme was implemented, on 1 Sep 2015, to provide another alternative pathway for the industry to upgrade their construction workers. It allows those who pass the Skills Evaluation Certificate (Knowledge), SEC(K), test at higher skill level and draw a fixed monthly salary of $1,600 or more, to be considered as R1 (Higher Skilled) workers; under the Ministry of Manpower Tiered-Levy Scheme.

Worker misplaced the Skills Evaluation Certificate (K) cert, is he able to attend the Multi Skills or Core Trade course?

How long is the processing time to lower levy?

Once the test end, BCA will release the result to ATTC after 10 working days, and the certificate will be take around 1 month to receieved. After received the cert, HR may proceed to apply the acknowledgement notice (AN) for upgrading. Its take 14 to 28 working days. When AN is ready, company may monitor the levy rate as it is auto lower the levy.

How long is the renewal process for R1?

Every 2 years

What is an Acknowledgement Notice (AN)?

A notice to notify MOM to upgrade the worker from R2 to R1
