WSQ Manage Workplace Safety and Health in Construction Sites (CSCPM)
Overview
Effective 2001, Factories (Safety Training Courses) Order 2001 stipulates that “any person who is appointed as a Project Manager to be in charge of all construction activities in building and engineering construction worksites of a contract sum of $10 million or more shall attend the Construction Safety Course for Project Managers before undertaking such project”.
Participants who are Singapore Citizens or Singapore Permanent Residents (SPR) sponsored by Company or Individuals are eligible for the Skills Development Fund (SDF) Funding administrated by the SkillsFuture Singapore Agency (SSG). Individuals can however apply for SkillsFuture Credits to pay for their training (only applicable for Singaporeans aged 25 and above). For further informations, log on to myskillsfuture.gov.sg.
Course Content
Theory:
- Understand the legal obligations of duty holders, including a project manager of a worksite, under the new WSH framework
- Form the WSH Committee and implement its functions
- Plan and implement safety programme, system and safe work procedure for construction activities in accordance with WSH (Construction) Regulations
- Plan and implement an occupational health programme and risk assessment in accordance with general principles and requirements of related WSH regulations & Guidelines
- Plan and implement risk management programme for all construction activities in accordance with general principles and requirements of related WSH Regulations and Guidelines
- Establish procedures for incident reporting and accident prevention & investigation in accordance with general principles and requirements of related WSH Regulations and Guidelines
- Establish and implement Safety and Health Management System in worksite in accordance with general principles and requirements of related WSH Regulations and Guidelines
- Plan and participate safety and health audit and review in worksite in accordance with general principles and requirements of related WSH Regulations and Guidelines
Course Objective
On completion of this course, learners will have knowledge and skills in managing the worksite’s safety and health management system and ensuring safety and health measures are put in place in construction activities.
For Whom
Project Manager, Project Engineer, Project Directors, Construction Manager or equivalent post to be eligible to attend this course.
Entry Requirement
Must be over 18 yrs old. Must be physically and mentally fit for the training. Must be holding the position of Chairman of Safety Committee, Project Manager, Project Engineer, Project Directors, Construction Manager or equivalent post to be eligible to attend this course. Employability Skills (ES) Workplace Literacy and Numeracy level 6 and above or equivalent. Knowledge of the construction industry activities

Written Assessment : – 2 Short answer questions – 2 Essay questions

Upon successful completion of the Course, a “Statement of Attainment” (SOA) from SSG, and a card from Global Training Services, will be issued to all participants.

Coretrade
Construction Registration of Tradesmen, or CoreTrade, is a registration scheme administered by the Building and Construction Authority (BCA) for skilled and experienced construction personnel in the various key construction trades.
As MOM require, all construction firms must have at least 10% of their work permit holders (WPHs) to be qualified as “Higher Skilled” R1 workers. Construction personnel registered under the Multi-skilling Scheme are qualified as “Higher Skilled” R1 workers under the Ministry of Manpower (MOM)’s Foreign Worker Levy Scheme.

1) Have two (2) recognised Skills Evaluation Certiifcate [ SEC/SEC(K) ] of different trades
2) Have a minimum of four (4) years of construction experience in Singapore

2) Have a minimum of six (6) years of construction experience in Singapore;
3) Completed 120 hours of training in approved safety-related courses.

1) One (1) Skills Evaluation Certificate [ SEC/SEC(K) ]
2) Have a minimum of six (6) years of construction experience in Singapore.
3) Obtained WSQ Advanced Certificate in Workplace Safety and Health.

The Direct R1 Scheme was implemented, on 1 Sep 2015, to provide another alternative pathway for the industry to upgrade their construction workers. It allows those who pass the Skills Evaluation Certificate (Knowledge), SEC(K), test at higher skill level and draw a fixed monthly salary of $1,600 or more, to be considered as R1 (Higher Skilled) workers; under the Ministry of Manpower Tiered-Levy Scheme.
